It won't have that big of an impact
Recruits will still be swayed by hookers and blow, wild parties, not having to go to class, and unofficial perks like cars/clothes/under the table bags of cash.
All joking aside, this law is only going to affect a small portion of the athletes. Those who are getting lots of press for great performance and getting used for video games, jersey sales, and other similar big business. That leaves a whole lot of other players who will not get anything from Nike or Under Armor. It's going to be mostly QB, RB, WR that get money from this along with a few defensive all americans. The impact might actually filter more towards pressure on the coaches to ensure wide open offenses that generate big numbers to help players get noticed for these legal endorsements.
